Mutuo Giovani 2025: Italy's Youth Mortgage Scheme

For young people in Italy, buying a home has become significantly easier thanks to the Mutuo Giovani (Youth Mortgage) program supported by the Consap state guarantee fund.
This initiative is designed to help young buyers who have a stable income but lack the savings for a traditional 20% down payment.
The Consap Guarantee
The Italian State acts as a guarantor for your mortgage.
- The Benefit: Banks can lend you 100% of the property value (LTV 100%) because the state covers the risk of default up to 80%.
- Interest Rate Cap: By law, banks cannot charge a higher interest rate (TEGM) for these guaranteed loans than the average market rate. This prevents predatory pricing on high-LTV loans.
Eligibility Criteria (Priority Category)
To access the maximum benefits (80% guarantee coverage), you must meet the "Priority" criteria:
- Age: Under 36 years old in the year of the deed signing.
- Income (ISEE): Your household ISEE (Equivalent Economic Situation Indicator) must be under €40,000. Note: ISEE is lower than your gross salary, so many young professionals qualify.
- Property: Must be your primary residence ("Prima Casa") and not a luxury property.
Tax Exemptions
The program often comes bundled with tax breaks (depending on the annual budget law):
- Exemption from registration, mortgage, and cadastral taxes.
- Exemption from the 0.25% substitute tax on the loan.
How to Apply
You apply directly through participating banks (Intesa, UniCredit, etc.) by filling out the official Consap form. It is highly recommended to have your ISEE certification ready before visiting the branch.
